Cardinal Rules Overview

Why do we have rules of the road?

Rules of the road are in place to ensure all road users can travel safely and effectively on South African roads. Given the amount of fatalities resulting from poor driving on South African roads, driving safely is not only a legal requirement – it is a responsibility to fellow citizens to ensure they can live long and healthy lives.

Separately, failure to adhere to the rules of the road may lead to penalties in the form of fines, revoked licences or, in serious cases, prison penalties.

What is a road?

The legal definition of a road in South Africa is broad. It includes streets and highways, and also other places the public has access to – including bridges, beaches, riverbeds, car parks, reserve lands and road shoulders

Because of this, you should apply the rules of the road at all times when you're driving, even when you aren't on a public road.

Introduction to the Most Important Rules

All Rules of the Road are important, but three rules are considered particularly important to ensure the safety of all road users:
  1. Drive to the left side of a two-way road (on a one-way road you may travel on the right side if it is safe to do so)
  2. A traffic or police officer’s instructions take precedence over rules of the road
  3. Keep to the speed limit and maintain a safe following distance behind the vehicle ahead of you

Seat Belts

Seat belts and child restraints protect people and save lives by holding them in their seats when there is a crash or when the vehicle stops suddenly. If you don’t wear a seat belt and you’re involved in a crash, you could be thrown out of your vehicle. Always remember to fasten your seat belt before you drive off.
